Mission and Purpose
The mission of the Children’s Home Society of West Virginia
Continuous Quality Improvement (CQI) Program is to provide the
quality services and programs for children and youth, while helping
to enhance, preserve, and strengthen the well being of children,
youth, and their families.
The purpose of the CQI is to manage and facilitate the methods
and processes that will assure continuous improvement to the quality
of the services and programs provided to children, youth, and families.
The Continuous Quality Improvement
Program Description
The Society establishes the CQI Program as the core means to measure
and manage the quality services and programs to the children youth
and families served. Different groups within the Society assume
responsibility for the implementation of the CQI Program. The CQI
Program establishes the Council on Accreditation standards as the
primary standard for quality.
The CQI Program also seeks to incorporate compliance with established
regulatory and licensing bodies deemed necessary by the Society. Those
identified bodies are as follows:
- WV Department of Health and Human Resources Office of Social
Services, Child Placing and Child Caring License
- WV Department of Health and Human Resources Office of Health
Facility Licensure and Certification, Behavioral Health Services
License
- Local County Health Departments
- State Fire Marshal’s Office
- WV Department of Health and Human Resources Bureau for Medical
Services
- WV Department of Health and Human Resources Office of Maternal,
Child, and Family Health
These licenses require compliance with established requirements
with regard to service delivery and quality, client’s rights,
staff credentials, training, facility structure, etc. The
CQI Program also monitors contract compliance for each of the programs.
Responsibilities of the CQI Program
- To assure quality services and outcomes for children, youth,
and families served by the Society;
- Assure compliance with established regulatory, licensing
and accrediting bodies;
- To develop, maintain, and improve processes and methods that
will assure continuous quality improvement;
- Monitor, measure, and report the quality of programs and
services using the established outcomes;
- Develop, maintain, and improve management information systems
that will provide data and analysis of the quality of outcomes
for the children, youth, and families served by the Society;
- Collect, inform, and interpret programs of regulations, policy,
best practices, and opportunities;
- Manage the education, training, and human resource management
of staff to assure quality service delivery and development
of staff;
- Develop, maintain, and improve the quality of facilities
and properties of the Society;
- Support for all programs and the staff providing the services;
and
- Manage the Plans for Positive Change and external
plans of correction and monitor implementation.
