Comprehensive Assessment and Placement (CAPS)

The Comprehensive Assessment and Planning System (CAPS) was developed to assure the provision of uniform assessment of children and families receiving Child Protective Services and Youth Services from the West Virginia Department of Health and Human Resources. These assessments allow the WVDHHR to meet the federal requirements for safety, permanency and well being of children.

The goal of the Society’s Comprehensive Assessment and Planning System program is to assess the strengths, needs, barriers and resources of a child or youth who may be entering the custody of the state, and match those strengths, needs, barriers, and resources with appropriate treatments, services, and supports. This process includes assessment of the child or youth’s family.
